Win11Debloat vs tiny11

These two tools do different jobs. tiny11builder, by NTDEV, takes a Windows 11 ISO and builds a smaller one, with apps removed before Windows is ever installed. Win11Debloat cleans up a Windows that is already installed, or the default profile of an image. We read tiny11builder's source to see what its builds remove and what they keep.

Short answer

Should I use tiny11 or Win11Debloat?

  • Keeping your current Windows? Win11Debloat. tiny11 only builds installation media, so it means a clean install.
  • Installing from scratch anyway? Either works. tiny11 removes more, including WebView2 and Windows Terminal, and bypasses the hardware checks. Official Windows plus Win11Debloat keeps an unmodified, fully supported Windows and is easy to undo.
  • Avoid tiny11 Core on a PC you use. It disables Windows Update and Defender, removes the recovery environment, and its own docs say it is for test VMs only.

tiny11's three modes

tiny11builder is now a Windows app (version 0.1.3) as well as the original PowerShell scripts. Its usage guide describes three modes:

ModeWhat it does
Tiny11A fixed set of removals: bundled apps, Edge and WebView2, OneDrive, hardware checks, reserved storage and automatic encryption. It keeps Windows Update, Defender, the recovery environment and the Store.
Tiny11 CoreAlso deletes most of the Windows component store, removes the recovery environment and disables Windows Update and Defender. In its own words: “These changes cannot be reversed. Use only for test VMs.”
CustomStarts with nothing selected; you choose apps, optional features, services, drivers and more.

What tiny11 removes that Win11Debloat keeps

The tiny11maker.ps1 script removes about 50 kinds of apps from the image. About half of them are apps that Win11Debloat's Default mode also removes. Of the rest, these are the ones that matter:

  • Windows Terminal. Win11Debloat rates it not recommended to remove, because it is the default command-line host in Windows 11.
  • The WebView2 runtime (System32\Microsoft-Edge-Webview), together with Edge. Many apps, and parts of Windows such as Widgets, draw their windows with WebView2. Win11Debloat never touches WebView2, and keeps Edge unless you ask.
  • Dolby Access and the Dolby Digital Plus decoder that some PC makers install, and Get Help, which Windows troubleshooters open. Win11Debloat does not list the Dolby apps, and rates Get Help not recommended.
  • Camera and Paint. Win11Debloat rates both optional and keeps them by default.
  • Xbox Identity Provider and Xbox TCUI, which games use to sign in to Xbox. Win11Debloat rates both not recommended and never removes them by default; see removing Xbox apps.

The script also sets registry values in the image: telemetry and sponsored apps off, Copilot off, Chat icon hidden, BitLocker device encryption and reserved storage off, and policies that stop Windows from installing Dev Home, Teams and the new Outlook later.

Hardware checks and local accounts

tiny11 writes BypassTPMCheck, BypassSecureBootCheck and BypassRAMCheck into the image, so Windows 11 installs on PCs that do not meet its requirements. It also enables the option to set up a local account without a Microsoft account. Its docs say both are “best effort, not guaranteed bypasses on new builds”. Win11Debloat does neither: it runs on Windows that is already installed.

Updates

  • Tiny11 mode keeps Windows Update and avoids the cleanup step that would stop you uninstalling updates. Its docs warn that “Windows feature updates can restore apps and settings.”
  • Tiny11 Core cannot be updated or serviced: its README says so in bold.
  • Win11Debloat leaves Windows Update alone, apart from optional timing tweaks. Feature updates can bring apps back here too; run it again afterwards with -RunSavedSettings.

Using both

You can install a tiny11 build and run Win11Debloat on it afterwards, for the settings tiny11 does not cover: the taskbar, Start menu, File Explorer, Bing in search, ads in Settings, the AI in Edge, Paint and Notepad, and the rest. Apps that tiny11 already removed are simply skipped: Win11Debloat finds nothing to remove and moves on.

If what you want is a clean image for many PCs, there is a route that keeps Windows unmodified: install official Windows, enter audit mode, run Win11Debloat.ps1 -Sysprep -RunDefaults -Silent, then capture the image. See automation.

Things to check before you use tiny11

  • The app is unsigned, and the repository has no license file: its NOTICE.md says no license has been assigned.
  • Its usage guide says it needs administrator rights and an NTFS drive with 40 to 70 GiB free, and builds Windows 11 22H2 or newer, x64 or ARM64.
  • Download it only from github.com/ntdevlabs/tiny11builder, and test the ISO in a virtual machine first, as its README asks.

Questions

Is tiny11 better than Win11Debloat?

It is different. tiny11 removes more and does it before installation, but it means a clean install of a modified Windows, and there is no undo. Win11Debloat works on the Windows you have, makes a restore point, and can undo its changes.

Does tiny11 get Windows updates?

The standard Tiny11 mode keeps Windows Update. Tiny11 Core does not: it cannot be updated or serviced.

Can I run Win11Debloat on tiny11?

Yes. It applies its tweaks as usual, and finds nothing to remove for apps that tiny11 already took out.

Does tiny11 need activation? Is it legal?

Yes, it needs activation like any Windows 11: its usage guide says “No modification bypasses Windows licensing or activation.” It builds from an official Microsoft image, so you need a valid Windows license, the same as for a normal install.

Does tiny11 work with Windows 11 25H2 and 26H2?

Yes. The builder accepts Windows 11 22H2 and newer, including 23H2, 24H2, 25H2, 26H2 and Insider media, in x64 and Arm64, with no fixed maximum build.

Why is my tiny11 not updating?

If it was built in Core mode, it cannot update: Core removes the component store and disables Windows Update. A build in the standard Tiny11 mode keeps Windows Update; feature updates may then bring back some removed apps.

How can I debloat Windows 11 like tiny11 without reinstalling?

Run Win11Debloat on your current Windows. With the optional apps ticked, it removes most of what tiny11's script removes, and it can be undone. Of the roughly 50 app names in tiny11's script, about 40 are in Win11Debloat's list too. It deliberately leaves the WebView2 runtime alone.

Is tiny11 safe?

Its source is public on GitHub, so you can read what it does. The risks are in what it removes: Core mode leaves you without updates or Defender, and the WebView2 removal breaks apps that need it. Get it only from the official repository.
